 A disaster is an event that has a negative impact on the health of a community or causes economic, environmental or material loss to a particular community and is beyond its capability to manage using its available resources. In a disastrous event, planning is the key to managing its entire life cycle. Through strategic planning, the disaster manager is able to ensure all the requirements to manage the disaster to success are available (World Health Organization,2020). The vital aspect of disaster planning is the recovery phase which defines the activities before and during the disaster. In a disastrous event, the survival rates of the affected depend on the ability and preparedness of the healthcare facility to manage influxes and duress that result from the event. The significance of the disaster recovery phase is to enable revitalization and restoring the affected community, such as the Villa Health Community. Based on an interview with Villa Healthcare Community officials, it is evident that its disaster recovery plan should be revised.

Slide three: MAP-IT Framework

MAP-IT Framework is a tool for planning and evaluating interventions such as disaster recovery to identify the gaps that need to be enhanced to make it more effective. MAP-IT Framework provides an outline of approaches to make the intervention successful. For instance, a disaster recovery plan outlines assessment for the community needs, approaches to bridge the gap caused by health disparities, mobilize collaborative partners, enhance asses to basic services, and implement and track the intervention’s progress. However, the achievement of any step in the framework depends on goal setting for the intervention (World Health Organization,2020). For instance, in the Vila Health community train derailment disaster, the identified gap in their disaster recovery plan is the cause for its ineffectiveness. Therefore, the fast goal should be to bridge the gap by enhancing communication with the local emergency services, collaboration, and other relevant players. 

Slide four-five: Barriers that Impact Safety, Health and Recovery Efforts (Assess community needs)

  The barrier that impacts the safety, health and recovery efforts are the determinants of health. Examples are social, economic, personal and environmental factors. The determinants of health are further categorized under biology and genetics, individual behaviours, policymaking, social factors and health services (Healthy People, 2020). The interrelationship determines the health of individuals among these factors. For instance, the social group with increased risks to adverse health outcomes is defined as the vulnerable population. In the Vila incident, the vulnerable populations are the people with physical disabilities and the population that use American sign language. According to a study by WHO, (2020), the vulnerable population is more likely to be more impacted by a disaster than other community members.

  A disaster recovery process focuses on restoring and revitalising the community affected by a disastrous occurrence. Due to the unprecedented situation, the healthcare facility might be forced to devise an approach to using the limited resource to serve the needs of the whole population affected by the disaster. Due to the disaster, the healthcare facility is also forced to adjust the care standards to cover the arising needs of the affected population. The medical professionals are also compelled to shift from working based on the general standards and routine to a model to meet the emergent situation’s needs. 

Slide seven: Rehabilitation (implement a plan to reach healthy people 2020)

  The inaccessibility to healthcare services for the victims of a disaster-affected their recovery and health status. However, the availability of effective health-related rehabilitation expedites the recovery of the victims from the disabling injuries caused by the disaster. Thus, the healthcare response team during a disaster should prioritize health-related rehabilitation. However, based on the uniqueness of the victims’ medical needs, the disaster healthcare response team should consist of a multidisciplinary team to ensure the diverse health needs of the affected area are covered (U.S. Department of the Interior, 2018). For instance, in the Villa case, having a multidisciplinary healthcare team to respond to the medical needs of the disaster victims would have enhanced health-related rehabilitation and recovery of individuals.

Slide eight: Health and Governmental Policy Impact Disaster Recovery Efforts

  Through the Centers for Medicare and Medicaid Services (CMS), the government funds health care institutions’ disaster recovery efforts. However, to encourage preparedness and professionality in the disaster recovery process, the government has set training for a recovery plan, development of an emergency plan, compliance of training to the federal laws as the requirement for a healthcare organization to receive funding (U.S. Department of the Interior, 2018). Other requirements are patients’ coordination across the continuum. The funding by the government is significant to a disaster recovery process because of the limited resources that the healthcare facilities experience in case of a disaster.

  The Federal government intervenes in case of a disaster to offer emergency assistance in compliance with the Disaster Relief and Emergency Assistance Act or the Stafford Act. Even though the state government has a mandate to provide the necessary emergency assistance in case of a disaster, under this act, the president case issue an emergency or disaster declaration (U.S. Department of the Interior, 2018). The federal or state government intervention is beneficial because it provides the necessary resources to enable healthcare professionals to execute the disaster recovery plan.

Slide ten: Enhance Communication

 The success of emergency response in a disaster is determined by enhanced communication. Since the response to a disaster brings together a multiagency team, lack of proper chains and channels of communications result in chaos and wastage of resources. In the Villa incident, the hospital workers identified communication with other agencies as an impediment to the success of the recovery process. Thus, a proper chain of command is required to solve the communication chaos. One of the models to solve communication challenges in a disaster emergency response is the WHO checklist (U.S. Department of the Interior, 2018). The checklist provides responders to an emergency with a tool to check if all chains of communications are followed to avoid chaos and wastage of resources. 

Slide eleven: Timeline (Track community progress)

  Setting a timeline for achieving measurable goals in response to a disaster is imperative. It enables the response team to track progress and determine whether the goals of the recovery plan have been achieved. If some of the goals are not achieved, the emergency response team can adjust the goals and efforts based on the strengths and weaknesses of the response. Setting a timeline, goals and tracking progress also enables the emergency team to ensure the goals are achieved and proper use of the resources. 

Slide twelve:

  Making adjustments to the Villa Community Health recovery plan enhances the efficacy of the healthcare professionals and the collaborative partners in responding to a disaster. The success of a disaster recovery process is determined by the models used, the training of the healthcare professionals, communication, coordination and planning. Thus, all these should be incorporated in a recovery plan to prevent chaos and wastage of resources during a disaster without achieving the goals of responding to an emergency.
